Each candidate is checked against a dated SEC evidence packet with a fixed checklist, and the code checks every checklist threshold against the packet itself — a breach drops the candidate whether or not a seat flagged it.The first candidate with enough evidence and no verified blocker is approved — the committee is a keep/drop filter, not a stock picker.
